Jeff Kaplan Confirms The Legend of California Won’t Be Free-to-Play

Jeff Kaplan Confirms “The Legend of California” Will Completely Ditch the Free-to-Play Model
Jeff Kaplan, the former Vice President of Blizzard Entertainment and co-creator of Overwatch, is back in the spotlight. Currently serving as the founder of the new studio Kintsugiyama alongside Tim Ford, Kaplan is hard at work on an upcoming title named The Legend of California.
During a recent livestream showcasing the game, Kaplan opened up about their monetization plans. While he hasn’t nailed down every detail regarding how the game will make money, he is absolutely certain about one thing: the game will not be Free-to-Play (F2P). According to him, the F2P business model simply does not fit this project at all.
The Problem with the F2P “Sweatshop”
Kaplan did not hold back when explaining why a small indie studio shouldn’t chase the live-service F2P dream:
“If you’re going to make a free-to-play game, you need 8 billion players and a development team of 2,000 people churning out content non-stop like a sweatshop. That is just not us. We cannot sustain ourselves by making a free-to-play game, though I welcome anyone to prove me wrong.”
Considering Kintsugiyama is a tight-knit development team of only 34 people, it is entirely understandable why Kaplanโwho previously oversaw the massive live-service machine of Overwatchโviews the F2P model as vastly overambitious for their current scale.
Earning Rewards Through Gameplay, Not Microtransactions
Another major issue Kaplan has with the F2P model is its inherent reliance on in-game stores and microtransactions, where players use real money to buy items. This fundamentally clashes with his core design philosophy: a game should reward players for the time they invest, not the money they spend.
“I want to do something simple. Right now, I am unlocking things just by playing the game. It is like this crazy idea that I haven’t really seen much of in the last ten years. Like… you just play the game and you get stuff.”
For many gamers burned by modern monetization, it is incredibly reassuring to see a high-profile developer take a firm stance against real-money in-game purchases. Based on Kaplan’s statements, The Legend of California will likely follow a traditional premium modelโa one-time purchase where all content and rewards are unlocked through natural game progression.

About The Game
