According to Nakanishi, the core concept during this segment of the game was “Leon and Raccoon City”—not just a single building.
Rather than focusing heavily on the R.P.D., the team wanted players to experience the city as a whole, especially from Leon’s perspective after many years. This broader approach allows the narrative to reflect:
- The scale of the outbreak
- The aftermath of destruction
- Leon’s personal connection to the city

Expanding the World Beyond Nostalgia
By reducing the emphasis on the R.P.D., the developers aimed to strengthen the overall storytelling.
Focusing too much on familiar locations could risk turning the experience into fan service. Instead, shifting attention to the wider city helps:
- Introduce new players to the world more effectively
- Deliver a more complete picture of Raccoon City’s سقوط
- Keep the narrative balanced and meaningful
R.P.D. Is Still There—Just Not the Focus
That said, the R.P.D. hasn’t been completely removed. Players can still explore optional areas within the building, including:
